IMO, no new wind or solar should be built on federal lands, just like the ban on any new offshore wind turbines, and all existing wind or solar on federal lands should pay royalties at least as high as oil or gas. No discounts should ever be given on leases.

how about the federal government sell any land it owns and we dont have any taxes on energy whatsoever. after all, what do taxes do? they dis-incentivize the thing that is taxed. Want less smoking? Tax cigarretes. Less plastic bag usage? Require a $.50 per bag fee (tax). Want people to work less? Tax their income. Energy is no different. If abundant energy is desirable, then energy producers shouldn't be taxed for producing energy.

You just don’t get it: We want reliable, synchronous and affordable base load electricity. Gas is not the answer. Have you bothered to look at the markets for gas over recent years? It is neither affordable nor reliable. Take a look at how many new GT’s have been mothballed due to cost and supply issues. It’s very similar to the situation which has existed for some years with pumped storage hydro, but much worse.
Our royalty rate is still quite low compared to most heavy oil/gas producing nations. I'd like to see this rate go up a bit. And the idea that wind and solar got a free pass on public lands is wild.
